docs: add community guidelines and navigation structure - #8

Add contributing guide with AI attribution guidance (Assisted-by trailer for human-AI collaborations, 🤖 emoji for AI-generated PR/issue text). Add maintainers page. Add Community dropdown to main navigation and update header styling to support new dropdown layout.
